
Warnings about the United States’ diminishing leadership in science and technology are familiar on Capitol Hill, and many experts advocate increased federal R&D funding to sustain America’s preeminence. However, a committee of the American Academy of Arts and Sciences maintains that higher funding alone is insufficient and calls for more attention to support for early-career faculty and for high-risk but potentially transformational research.

This briefing explored the value of increasing investment in these two key components of the science enterprise and the recommendations of the Academy’s report, Advancing Research in Science and Engineering (ARISE): Investing in Early-Career Scientists and High-Risk, High-Reward Research.
