The ACS government affairs programs promote public policies that advance the chemical enterprises and its practitioners, as called for in the ACS congressional charter. The Society provides a voice, at the federal and state levels, for chemists and chemical engineers when laws and regulations are being developed and when government programs are being funded. ACS members are important partners in these government affairs efforts. The Society also conducts educational activities aimed at expanding policy makers' knowledge of scientific and technical issues.

Glenn joined the American Chemical Society (ACS) in May 2005 as Director, Office of Legislative and Government Affairs (OLGA). He leads ACS’ efforts to promote public policies advancing science and the chemical enterprise for the benefit of its members and society. Ruskin brings over 27 years' senior management experience in both the public and private sector and has broad-based experience in government affairs, public relations, corporate communications, media relations, litigation communications, and environmental affairs. His private sector experience has largely focused on the chemical manufacturing sector, and he is well versed in the issues, challenges and complexities that face the industry. Earlier in his career, he worked on Capitol Hill for the late Congressman James J. Howard (D-NJ) and for a small New Jersey urban city, where he was responsible for overall urban, economic, transportation, and residential development. Ruskin received his B.A. degree from Drew University and his M.S.A. from The George Washington University.

Ray's responsibilities as Assistant Director for Public Policy in the American Chemical Society’s Office of Legislative & Government Affairs include the development, planning, and management of a wide range of policy topics, including innovation policy, science and technology funding, and the use of science in environmental decisions. From 1993-94, Ray was a congressional science fellow and senior legislative assistant to former Representative Phil Sharp (D-IN). He followed environmental, judicial, and health-care issues. He was active in House consideration of President Clinton's health-care reform proposal and specialized in the impact of reform on research-intensive industries, such as pharmaceuticals. Prior to that, he worked as a materials researcher at the Ames Laboratory of the Department of Energy, a student assistant for acoustics and oceanographic sciences at the US Naval Underwater Systems Center, and manager of an Iowa State University project to communicate science to the general public. A native of Fall River, Mass., he holds chemistry degrees from the University of Massachusetts-Dartmouth (B.S.) and Iowa State University (M.S.).

Caroline Trupp Gil is Assistant Director for Advocacy in the American Chemical Society’s Office of Legislative & Government Affairs. In her current role, she directs OPA’s advocacy efforts related to all Federal Public Policy Priorities for the Society. Caroline also serves as staff liaison for the ACS Committee on Chemistry and Public Affairs and the Committee on Patents and Related Matters. Prior to joining the ACS, Caroline worked on legislative aspects of US trade relations with Japan, Europe, and Canada for the law firm of Akin, Gump, Strauss, Hauer & Feld. Caroline’s congressional experience includes two years as the assistant scheduler to Senator Tim Wirth (D-CO). She also worked for her hometown congressman, Joel Hefley (R-CO), which puts her among the rare Hill staff members who have successfully worked both sides of the political aisle. Caroline has a B.A. in government studies from Smith College, Northampton, MA.

Since 1998, Brad has worked for the American Chemical Society’s (ACS) Office of Legislative and Government Affairs. At the ACS, he is actively bridging the gap between practicing chemists and policymakers through advocating ACS policy positions to federal and state policymakers and directing the Society’s grassroots programs. Under Brad’s direction the ACS’ quantitative grassroots program (the Legislative Action Network) grew from a few hundred individuals to over 14,000 active participants. In addition, Brad developed a qualitative grassroots program that has resulted in approximately 75 district activities between ACS members and members of Congress over the past 3 years. Brad received his M.A. in US History from Bowling Green State University and his B.A. from Muskingum College.

James is the Society’s principle advocate on education and workforce policy issues. James represents the ACS on the Steering Committee of the House Science, Technology, Engineering, and Mathematics (STEM) Education Caucus and co-chairs the STEM Education Coalition, an alliance of over 100 science, business, and education groups devoted to improving math and science education at the federal level. Prior to joining ACS, he worked as a Congressional Aide for Rep. Doc Hastings of Washington as an advisor on energy, science, and environmental matters. He began his career as an engineer with Newport News Shipbuilding, working on aircraft carrier construction. He received a B.S. from the University of New Mexico and an M.S. from Penn State, both in nuclear engineering. He also holds an MBA from George Washington University.

Anthony is a Senior Legislative Associate in the Office of Legislative and Government Affairs. He has been with the ACS since August 2001. His portfolio includes all advocacy activities related to basic research funding within the physical sciences and engineering. He co-chairs the ASTRA Legislative Taskforce, and he also has a leadership role representing the interests of the ACS in the Taskforce on The Future of American Innovation and the Coalition for National Science Funding (CNSF). Before assuming his present position, he was the Government Affairs and Communications Manager for the Council for Chemical Research, Business Development Manager for an online advocacy company, and a Legislative Aide for US Senator Arlen Specter. A native of Pennsylvania, Anthony graduated from Loyola College in Baltimore, MD and is currently a Masters Degree candidate at Johns Hopkins University.

Carl is responsible for advocacy on energy and environment policy, both in authorization of government regulation and policy, and the year-to-year funding of government programs of priority interest to ACS members. Carl served in the office of Senator Susan Collins (R-ME), Senator Bob Smith (R-NH), and Congressman Jim Turner (D-TX), where he handled science, energy, telecommunications, judiciary, and social security issues. He also served as Senior Legislative Assistant to Rep. Earl Blumenauer (D-OR), overseeing tax, trade, energy, and science policy. A native of Austin, Texas, Carl is a political science graduate of Bates College (B.A) in Lewiston, ME.

Audrey administers the briefing activities of the ACS Science & the Congress project to ensure informative, high-quality briefings. Her responsibilities include identifying and developing briefing content, administration and logistics, building relationships with congressional offices and partner organizations, increasing the program’s name recognition and audience, and seeking opportunities to leverage and extend the usefulness of the briefings. Audrey came to ACS in the fall of 2007 from the American Institute of Physics, where for 16 years she was a policy analyst and reporter for AIP’s science policy bulletin, as well as administrator of congressional and executive branch Science Fellowships. She holds a B.S. in Physics from University of Maryland and a B.A. in Liberal Arts from Pennsylvania State University.

Barclay comes to us from Princeton University, where she earned a Ph.D. in Chemical Engineering with research in fuel cell membranes. At Princeton, Barclay was also an active member of the student organization Greening Princeton, where she worked throughout the University community to improve the school’s environmental footprint. She has also worked at Idaho National Laboratory, the Delaware Dept. of Natural Resources & Environmental Control and the DuPont Chemical Company. She is actively working to improve the ACS Office of Legislative and Government Affairs web communications, to promote scientific openness and to enhance scientific understanding on Capitol Hill.
